Our client, a privately held infrastructure investment and operations business, is seeking a Chief Operating Officer. This role is based in London, with a hybrid working model. The position involves overseeing operational performance across multiple infrastructure concessions and leading a large executive team.
Core Responsibilities
• Accountable for operational performance across four private infrastructure concessions employing 1,200 staff.
• Lead the executive leadership team covering asset management, engineering delivery, commercial, and HSE functions.
• Own group EBITDA targets and capital expenditure programmes with direct reporting to the CEO and board.
• Drive integration of two recently acquired concessions and standardise operational frameworks across the group.
• Represent operations in regulatory negotiations, investor presentations, and government stakeholder engagement.
Required Expertise
• Proven track record at Chief Operating Officer, Managing Director, or equivalent C-suite level with full P&L accountability across multi-site infrastructure or engineering operations.
• Strong commercial acumen and capital programme delivery.
• Executive stakeholder management including board, investors, and government bodies.
• Experience leading post-acquisition integration programmes.

PERSON SPECIFICATION
Essential Experience
• Proven track record at Chief Operating Officer, Managing Director, or equivalent C-suite level with full P&L accountability across multi-site infrastructure or engineering operations.
Essential Skills and Competencies
• Strong commercial acumen and capital programme delivery
• Executive stakeholder management including board, investors, and government bodies
• Leadership of post-acquisition integration programmes
Desirable Qualifications and Skills
• Degree in engineering, business, or related discipline
• MBA
• Experience in PFI or concession-based infrastructure models
• Familiarity with regulated asset frameworks (Ofwat, Ofgem, or equivalent)
